The Cow Hollow Association Block Captain Initiative started as an effort to build a network of individuals on each block within the CHA boundaries that would facilitate building a sense of community among their neighbors. The goals of the initiative include:

The role of the block captain is to meet your neighbors on both sides of the block where you live and gather their names, addresses, and telephone numbers/email addresses. - To create a sense of neighborliness by helping residents get to know one another (small town feeling within a big city).
- To establish preparation for possible disasters and awareness of who might need extra help in such an emergency (pets, elderly, out-of-town, etc.).
- To provide a forum where security, parking, traffic, block parties and other mutual interests can be discussed.
- To interface with CHA board and keep neighbors informed of pertinent issues and encourage their membership in the CHA.
