Dear Members,

 

Your Cow Hollow Association (CHA) has entered the internet-age -- we are now going to communicate to our membership via email to provide notification of meetings, hearings or events that may be of interest to you.  Historically, you have been kept informed through our newsletter and annual meeting which we will continue to do, but we believe the use of email will provide greater value to you as a member by keeping you informed of neighborhood issues in a timely and efficient manner. 

 

We also have our website where you can find the Residential Design Guidelines and other useful information (CHA membership, city departments, Presidio updates, and newsletters).  We do our best to keep the site up-to-date with details about neighborhood issues and who to contact to become involved http://www.cowhollowassociation.org.

 

The CHA board and advisory members’ meet the first Tuesday of each month at 5:30pm (the location rotates among board member’s homes).  We are always looking for new board members who want share their talents and passion for the preservation and improvement of our neighborhood.  You are welcome to attend a meeting to listen to the issues or bring up a topic of concern to you.  To attend a meeting, please contact the CHA President, Tony Imhof at 415-921-4657 for the location.

-          The 24 Megawatt Lucas Powerline:  A new, industrial strength electrical power supply intended for LucasFilm and the Presidio is being routed by PG&E through Cow Hollow and down residential streets (Filmore, Filbert and Lyon).  Many Cow Hollow residents are deeply concerned by the potential health impacts associated with exposures to such high levels of electrical power – comparable to the power required for 24,000 homes.  In support of the concerned neighbors, the CHA Board passed a resolution opposing the routing of The Lucas Powerline through the Cow Hollow neighborhood.  Presently, the trench for the power line is proceeding down Filbert Street (approximately between Broderick and Scott).  To learn what you can do to help stop The Lucas Powerline, check our website at http://www.cowhollowassociation.org/Lucasnewsletter.shtml and send an email to mailto:stoppge@yahoogroups.com.

-          The Verizon Cellular Base Station:  Verizon Wireless is seeking to place a Cellular Base Station on top of the Pacific Motor Inn at 2599 Lombard (SE corner of Lombard and Broderick).    Like The Lucas Powerline, the long-term, constant exposure poses potentially serious health effects to neighbors that live near the proposed site.   Initially, Verizon intends to place in service 4 antennas on the site, but the Verizon permit ultimately allows for 8 antennas.  Further, the equipment being installed is for G3 technology, which will generate more intense emissions.  In support of many residents and CHA members, the CHA Board opposes the conditional use permitting of this site for the cellular site.  There is an upcoming Planning Commission hearing – please try to attend if you question the need for additional sites in this area and/or are concerned about the effects of EMF in your neighborhood.  
 

o        Planning Commission Hearing is schedule for February 19, 2004 at 1:30pm (since Commission topics can be postponed to a future date, we recommend you confirm that our case will be heard that morning with either call Geoffrey Nelson, the City Planner on this case at 415-558-6257 or visit the Planning Commission website and review the agenda for the meeting, case number 2003.0080C ( http://sfgov.org/site/planning_meeting.asp?id=15840 ).
  

-          The San Francisco Housing Element:  The CHA supports and attends meetings of SON (Save Our Neighborhoods) to stop the current version of the Housing Element proposed by the Planning Commission.  This Housing Element’s “transportation corridor” legislation represents a serious change to the zoning laws that govern the neighborhoods.  This could result in 8-story housing being built along Lombard, Fillmore and Union Streets.  It also would allow for the zoning of secondary units (in-law units), but not require additional off-street parking for those new residents.  More information can be found on our site at http://www.cowhollowassociation.org/housingelement.shtml.

-          Presidio Main Post Parade Ground: The Presidio Trust is hosting a series of 'Public Involvement' meeting related to creating a vision for the renewal of the Presidio Main Parade Grounds. Initial meetings will be:

o        Site Analysis & Programming Workshop on Tuesday January 13th 2004 @7PM, Golden Gate Club

 -    Marina Library Capital Campaign: The Friends & Foundation of the San Francisco Public Library is hosting a campaign launch meeting on January 13th at 6:30 PM at the Marina Library. For more information go to the FFSFPL website http://www.friendsandfoundation.org/about.html

 

In addition to our monthly meetings, the CHA board is involved in the following community related activities:

-          Neighborhood Associations for Presidio Planning (NAPP):  The CHA attends NAPP meetings, writes letters and speaks publicly on behalf of the neighborhood’s interests with regards to the various projects within the Presidio (Lucas Development, Tennessee Hollow Watershed, and Doyle Drive).

-          Residential Design Guidelines: The CHA uses the Residential Design Guidelines as a guide to act as a mediator between neighbor disputes about building projects.  The zoning committee interacts with the Planning Commission and Department as needed to support these guidelines in neighborhood manners.  To view and print a copy of the guidelines, click http://www.cowhollowassociation.org/guidelines.shtml.

-          Other Neighborhood Organizations:  The CHA participates in and monitors several regional and neighborhood organizations to stay informed and involved with overall City issues that affect our neighborhood, such as San Francisco Planning and Urban Research (SPUR) at http://www.spur.org, the Coalition of San Francisco Neighborhoods (CSFN) at http://www.csfn.net and the Golden Gate National Parks Conservancy at http://www.parksconservancy.org. 

-          CHA Annual Meeting: The CHA hosts the Annual Meeting to review the year’s activities, vote in new board members and invite speakers to present information relevant to our neighborhood.  The 2004 Annual Meeting will be at the St. Francis Yacht Club on Tuesday, May 4th at 5:30pm.
